Authorization FAQ

1. What is authorization?

Authorization is the required approval from GNPEC for an institution seeking to offer postsecondary education within or outside Georgia to residents of this State.

2. How is it different from accreditation or licensure?

Accreditation is a voluntary process of validation in which educational institutions of higher learning are evaluated by a peer review board whose members include faculty from various accredited colleges and universities. GNPEC does not accredit institutions. Licensure differs in that some occupations require state or national licensure for employment in the field after training has been completed. Licensure could include a certain number of hours of coursework, externship, and/or successful completion of a licensure examination. GNPEC does not grant licensure.

3. Is authorization required of institutions wishing to operate in Georgia?

Authorization is required of institutions wishing to offer instruction to residents of Georgia unless the institution qualifies for exemption under the Law.

4. What is the cost of applying for authorization?

The cost varies depending on the type of institution you wish to operate. Please see the Schedule of Fees for reference.

5. What is involved in the authorization process?

The authorization process involves an application evaluation process and the remittance of fees and bonding. Please read the General Institutional Procedures for Initial Authorization or General Institutional Procedures for Renewal of Authorization for a more detailed outline regarding the process and its components.

6. Is there a program evaluation process?

It is possible that the program offerings for which you are applying will be subject to an evaluation process conducted by an empaneled third-party evaluator. Your institution’s assigned Standards Administrator will instruct and guide you through the process, if applicable. More detailed information regarding the evaluation process can be found in the General Institutional Procedures for Initial Authorization and General Institutional Procedures for Renewal of Authorization.

7. What is the process for modifying a program?

8. What do I have permission to do prior to receiving authorization from GNPEC?

An institution may not advertise, enroll, seek to enroll, or offer any instruction to students until authorization has been granted by GNPEC.

9. How do I begin the authorization application process?

10. What is the process for completing a Change of Ownership?

11. What is the process for changing the institution name and/or location?

13. What is the process for closing an Authorized institution?

14. What is the policy regarding inactive programs and institutions?

Initial Authorization Application

Note that during the processing of a new initial application or an application for a change of ownership involving a new initial application; advertising, recruiting, registering or providing information to prospective students is not permitted. In accordance with O.C.G.A. 20-3-250.21, “[a]ny person, group, or entity or any owner, officer, agent, or employee thereof who shall [do so]….shall be subject to a civil penalty not to exceed $1,000.00 for each violation.”

Please be aware that any application that is inactive, meaning no modification or revision to its content requested by the Standards Administrator has been submitted for GNPEC review, for more than 6 months will be removed from the document database, EDvera. Removal constitutes the deletion of all supporting documentation associated with the application. Any future resubmission will be viewed by the Commission as a new application. Any fees paid are not refundable but will be available as a credit.

Seeking Approval for Distance Learning/Online Delivery

1. Institutions nationally and/or regionally accredited by a US-based accrediting association recognized by the United States Secretary of Education may be authorized to offer online programming.
a. Please be aware that each program must be approved separately for on-ground and online offering. For Georgia Nonpublic Postsecondary Education Commission (GNPEC) record keeping, online programs will be designated as “online” in the program title.
i. A New Program Application, along with the New Program fee, must be submitted and approved prior to the advertisement or offering of the online program.
2. Unaccredited institutions with physical locations in Georgia may be authorized to offer online programming if the following conditions are met:
a. The institution must be authorized by GNPEC for at least two years.
b. The institution must submit a New Program Application along with New Program Fee. An Evaluation Committee Fee may also be required.
i. Descriptions of the online platform to be utilized along with all relevant program documentation must be submitted as attachments to the New Program Application.
c. New Program Application approval must be granted prior to advertisement or offering of the online program.

Renewal of Authorization Application

For an overview of the renewal process, please review the General Institutional Procedures for Renewal of Authorization Application.

Applications are due 60 days prior to the expiration date listed on the Certificate of Authorization. Failure to submit a complete application by the due date may result in late fees. See the Schedule of Fees for more information. For inquiries regarding login credentials or the renewal process, contact the institution’s Standards Administrator.
